Policy Principles
Implement Decoupling to Keep Water Affordable for Californians
- A proven way to keep water affordable for millions of Californians is through decoupling.
- Customers benefit from decoupling, especially low-income customers and those who use less water as water suppliers will generally have lower fixed charges.
- Decoupling allows water suppliers to adopt equitable rates by charging higher rates for high use customers, so those who use less water, pay less and those who use more, pay more.
- In 2022, the California Legislature passed, and Governor Newsom signed SB 1469 to enact decoupling for water providers regulated by the CPUC.
